Many Post-incident assessments and reviews prove that knowledge gained during emergency exercises was the best way to prepare teams to respond effectively to critical events. Emergency exercises such as tabletop exercises (TTX) should engage teams and stakeholders in managing and responding to a Simulation Exercise (SimEx) that simulates a real-life critical situation. Such exercise aims to enhance knowledge of response plan(s), procedures, practices and allow members to improve their performance and identify opportunities to enhance capabilities when an actual crisis strikes.

Tabletop exercise (TTX)

Next-of-Kin-Total SafetyAs we mentioned in a previous article- Five lessons to remember as you plan for crisis management in 2022!- a tabletop exercise is considered a skills builder and shown as an essential step in any crisis preparedness and recovery plan. The TTX aims to involve related participants in dealing with a simulated incident scenario and provide hands-on training to help participants assess existing plans and build recovery competencies.

Who should participate in tabletop exercises?

Ultimately, incident response team members, personnel with emergency management roles, and accountable personnel for business continuity shall participate in tabletop exercises. However, many organizations conduct TTX in partnership with external stakeholders (e.g., neighboring companies, business partners, insurance, fire, police, utilities, etc.) to develop fruitful scenarios. Usually, they can be presented as evaluators or observers to highlight positive measures taken during the scenario and areas for improvement.
#2

How long does a tabletop exercise take?

The duration of TTX depends on the scenario at hand, the number of participants engaged, and the desired objectives and outcomes. Usually, TTX can last up to 2-4 hours; however, it is common for big companies to conduct a fixed quarterly exercise that might last for days to test response plans to large-scale scenarios.

How to conduct an effective TTX?

During the exercise, participants must focus on discussing in-depth issues collaboratively, and they tend to examine areas of concern and techniques of solving problems. The efficacy of a TTX lies in the active involvement of stakeholders and their assessment of current plans, procedures, and practices to handle the scenario at hand. Moreover, as the tabletop exercise imitates an actual emergency, participants can smoothly rehearse their roles, raise questions and concerns, and troubleshoot problem areas, thus equipping participants with the needed confidence to confront real-life crises. Figure 1 illustrates 9 steps to design an effective tabletop exercise.

Design an plan

  1. After reviewing the current plan, objectives and desired outcomes must clearly identify

  2. Select internal and external participants( if needed)

  3. Identify potential crisis scenarios and set achievable, realistic exercise plan

Engage and reflect

  1. Create an Interactive exercising and learning environment that encourages discussion and critical thinking

  2. Ask Probing questions that often followed-up with questions to gain Insight and deepen participant understanding

  3. Highlight Issues, Lessons, and relevant Gaps

Learn and adjust

  1. Document exercise to draft an after-action report

  2. Discuss the report and communicate low-hanging improvements

  3. Provide guidance that improves the performance even more and ask them to rehearse if needed
